To migration STM Issue Templates from data center to cloud, use the export feature on the data center version and the import feature on the cloud version.

The order of actions should be:

1. Migrate all Jira data from data center to cloud.

2. Export STM Issue Templates data from Jira data center.

3. Import STM Issue Templates data into Jira cloud.
